In my opinion the content management workflow should be leading in your decision of where to store data (e.g. in posts/blocks/options pages).

Are you using ACF to REST API – WordPress plugin | WordPress.org? This plugin exposes Advanced Custom Fields Endpoints in the WordPress REST API to fetch data from.
